I pointed out the difficulty in understanding whether it was my duty to examine emigrants before or after granting the licence.

Butterfield drew His Excellency's attention in C.&.O. No.2826 of 1880 to the great inconvenience resulting from this method when His Excellency was pleased on the 24th November 1880 to order that for the future the passengers were to be examined after the issue of the licence and this was the order under which I was acting when I replied to His Excellency that I had not and should not examine the passengers until the licence was granted.
